300 million euros in non-repayable grants to protect the environment

The industrial transition fund is aimed at Italian companies of all sizes that invest in environmental protection, thus promoting the adaptation of the Italian production system.

To access it, simply check the requirements, obtain the necessary electronic services (PEC, Digital Signature, SPID) and finally submit the application: the incentives are granted in the form of a non-repayable grant and it is a great opportunity to promote the adaptation of the Italian production system to EU policies on combating climate change.

Industrial Transition Fund

The application can only be submitted online on the Invitalia website starting from October 10, 2023, until the final date of December 12. This is a non-repayable grant for which 300 million euros are available.

The objective is clear, explicit, and inspired by the national energy plan: decarbonize. Investments in this direction are often complex to support, which is why the fund aims to encourage interventions to improve energy efficiency up to 30% of eligible expenses (“There are increases of 20% for small businesses, 10% for medium-sized businesses, 15% for investments made in zone A, and 5% for investments made in zone C, as mentioned in the National Map of Regional Aid for Italy”). For investments related to self-production plants, the contribution reaches 45% of the total cost, and 40% for investments aimed at improving resource use efficiency.

An extremely targeted intervention in the way contributions are directed, in short, since the aim is to align the production sector with national energy policies – particularly under pressure during this period of international geopolitical uncertainty.

The intervention programs submitted must be started after submitting the application for access to the Fund (therefore, works already underway cannot be financed); they must provide for total eligible expenses between 3 and 20 million euros; they must be completed within 36 months from the granting of the contribution, except for possible extensions for completion works with extended timelines of no more than 12 months.

Who can access

Each company may submit only one application per production unit (regardless of the plurality of objectives pursued), based on which a ranking will be drawn up according to the scores assigned to the investment programs.

50% of the funds are available for so-called "energy-intensive companies," that is, those already formally included in the specific list maintained by the Cassa per i Servizi Energetici e Ambientali (CSEA).

  • Companies that meet the following fundamental requirements may access the fund:
  • are regularly established, registered, and "active" in the business register;
  • operate mainly in the extractive and manufacturing sectors referred to in sections B and C of the ATECO 2007 classification of economic activities;
  • are in full and free exercise of their rights, are not in voluntary liquidation, and are not subject to insolvency proceedings;
  • were not already in difficulty as of December 31, 2019;
  • are not among those who have received and, subsequently, not repaid or deposited in a blocked account, aid identified as illegal or incompatible by the European Commission;
  • have returned amounts due as a result of revocation measures of benefits granted by the Ministry;
  • are in compliance with current regulations regarding contribution obligations;
  • are not in one of the exclusion situations provided for by Article 5, paragraph 2, of DM 21 October 2022.


Interventions that result in an increase in production capacity are not allowed, except for increases due to technical requirements, provided they do not exceed 2% compared to the situation prior to the intervention.

Eligible expenses are related to investments on company land and its arrangements (max 10%), construction works and similar (max 40%), machinery and plants, software, patents, licenses, and know-how related to the new technologies adopted: a continuously updated FAQ list makes the terms of participation in the call and all details regarding methods, limits, and requirements extremely clear.
